About Li-CAT Certification

The Lithium Battery Certification Air Transport Programme (Li-CAT) seeks to safeguard the world’s vibrant aviation industry from Li-battery potential threats, at the same time maintaining the economic potential of the industry. The programme develops and adopts measures that enhance safety with minimal hassle for honest and responsible stakeholders in the supply chain.

To cater for different entities of the industries regarding to their types and sources of lithium batteries under this certification programme, the Supply Chain Security Association will grant Li-CAT certification to companies in two tiers:

Tier I: For supply chain entities that handles Section II of PI965-PI970 Li-battery/cell according to IATA DGR;
Tier II: For supply chain entities that handles ALL Sections (I, IA, IB, II) of PI965-PI970 Li-battery/cell according to IATA DGR.

 

Applicable Entities

The programme aims to raise safety standards along the supply chain. Therefore entities within the supply chain should be all eligible to participate in the program. To ensure a smooth and comprehensive establishment of the programme, a progressive approach is adopted.

In the first phase of the programme, forwarders and shippers in Hong Kong are included by the programme. As they are the bridge between the manufacturer and the operator, enforcing regulatory programme at this position can help the progressively adopting the programme towards the manufacturing source in a proactive manner.
